What Is Document Identity Certification
Identity certification is a notarial procedure in which the notary confirms complete identity of the content of two documents. Most commonly, this involves paper and electronic versions of the same document, but it can also be two paper copies. Governed by Articles 81, 82, and 83 of the Fundamentals of Notarial Legislation of the Russian Federation.

Types of Identity Certification
Paper → Electronic
The notary confirms that the electronic document is identical to the paper original. An electronic document is created with the notary's qualified electronic signature (QES). Required for submission to courts, government agencies, and banks.

The notary confirms that the printed document is identical to the electronic original. Relevant for documents received via government portals, tax service, or electronic document systems. The result is a paper document with certification inscription.
Identity of Two Documents
